Clarifications to CM Questions

Sir,
Since I have a fairly good understanding of the issues involved I am taking this Liberty to respond publicly to your letter to the hono'ble prime Minister.
Railway zone is a cherished desire of people of Andhra Pradesh.When it materialised it may not be fair on your part to raise issues which may not be materially relevant. If the zone runs on loss it is for the railways to make good. There is no burden to the state. Operational flexibility of redesigning zone best left to the railways.
Regarding the cyclone relief for HUD HUD it is a common practice to release part of the funds as part of ongoing programs and balance exclusive to the calamity. Same system is being followed to other states as well.hense unfair to accuse Central Government on this count.
I am sure you are referring to PM not visiting at the time of Titli. PM visit happens for natural calamities of certain intensity and he did not visit not only Titli other natural calamities in other states of that intensity. Unfair to accuse him on this count as well.
Regarding special category status let us not forget it is the state government which welcomed package in place of status. You are fully aware of the issues involved and know the answers as well.
Polavaram project which the central government should have constructed we have on our own taken it up and sorry to say made mess of it. The mess needs to be cleared to go further ahead.
Revenue deficit issue is a settled issue I am not sure why it is being raised again and again. Centre has clearly informed that they will be making good the normal deficit but not amount spent on electroral promises.
The permanent building construction for the capital city has just begun . I am sure Centre will give additional funds as required depending upon the progress.
Steel plant for which foundation is laid without the assured supply of required quality iron ore may not serve a purpose.
Educational institutions belong to GOI. it is their responsibility to to establish them. capital city permanent construction started 5 years after funds came. Hyderabad IIT took ten years to move to main campus. When there is no discrimination specific to AP unfair to find fault with centre.
When an alternative was requested for dugarajapatnam we did not respond but rather hastily went ahead and laid foundation for ramayapatnam. Is it fair to blame centre when we ourselves did not respond.
Since I am not fully conversant with issues involved refraining from commenting on industrial corridor and petrochemical complex.
regarding the tax anomaly request from the state government is for amending the Act. It is a lengthy procedure. Instead of that if they make a request to reimburse this amount it may come immediately since its highly justifiable.
The other issues mentioned in your letter since my knowledge is not update I am refraining from commenting on them. I am sure you may get a more accurate reply with facts and figures from the hono'ble prime Minister.
This is just to place before the public that most of the issues raised in your letter are not based on facts and for the last two years there is a concerted effort by State Government to spread untruths not based on facts on all these issues.
